As far as temperature is concerned, my boiler will shut off if the temperature exceeds 205 F. THey do not want the water in there to boil.

If it goes up to 30psi without the boiler firing then the pressure regulator is bad. if the pressure goes up as the boiler is firing, it's the expansion tank that is bad.
